## Purpose

Add a visible stage and task progress dashboard to AIDB Dev Center so owner and external reviewer can quickly see what is proposed, approved, in progress, done, accepted or returned.

## Why This Task Is Needed

The manual task-flow works, but status is still split across Plan, Development, Status and raw task files. A compact progress dashboard would make owner review faster before any real Developer execution.

## Task Description

Prepare a static stage progress dashboard inside Dev Center. The dashboard should show:

- accepted stages;
- current focus;
- proposed tasks;
- new tasks;
- in progress tasks;
- done tasks waiting for audit;
- accepted tasks;
- returned tasks;
- what remains manual in static v0.1.

Do not implement backend, database, active buttons or automatic task movement.

## Expected Result

- Owner can open a Dev Center page and see stage/task progress without reading raw markdown files.
- Proposed task remains visible as proposed until owner approval.
- Developer execution does not start from this proposed task.

## Proof Required

- URL of the dashboard page.
- Screenshot or curl proof that the dashboard returns `200 text/html`.
- List of files changed.
- Confirmation that no product code or infrastructure was changed.

## Auditor Check Criteria

- Proposed task was owner-approved before execution.
- Dashboard is static and readable.
- Dashboard accurately distinguishes proposed, approved, in progress, done, accepted and returned.
- No backend, database, task runner, nginx, Cloudflare or product code was changed.
- Raw task source remains available as a secondary technical link.
